When the answer is no

I reply to everything, but I do not take everything. Expect a plain no, with reasons and usually a pointer to a better fit, when:

the project needs an agency's bench, not one senior consultant
off-the-shelf software already solves it, in which case I will name the product
the spec is final and questions are unwelcome
